General Order’s # 4 - April 2010


THESE GENERAL ORDERS ARE TO BE READ AT THE FIRST MEETING FOLLOWING RECEIPT BEFORE BEING FILED FOR REFERENCE

1. The Ladies Auxiliary should maintain a cooperative relationship with its Post. Auxiliary members should work with the Post when requested to do so. The Ladies Auxiliary should not interfere in the internal affairs of the Post. The Post should not dictate the policies of the Ladies Auxiliary, as the Auxiliary shall be permitted to function in accordance with our National Bylaws, Booklet of Instructions and Ritual of the Ladies Auxiliary VFW and lawful orders issued by the Department and National Officers of the Ladies Auxiliary VFW.

2. Ladies - a reminder that you need to get your list of Deceased Sisters to the Department Chaplain Linda Parkins as soon as possible. If you have any questions please refer to page 45 of the Ladies Auxiliary VFW Ritual concerning the Memorial Service.

3. When an Installation warrant is requested (according to Sec. 806A) and said Auxiliary has failed to have the Office of Treasurer bonded and /or failed to make quarterly audits complying with Sec.814A of the National By Laws, the Auxiliary shall be notified of such by the Department Secretary or Department Treasurer, and no Installation warrant will be issued. All rights shall promptly be restored and the Installation Warrant issued upon proper adjustment of such deficiencies. An Installation cannot be held if no Warrant has been received by the Auxiliary.

4. DELEGATES AND FEES – According the National Bylaws, Article III, Auxiliary Delegates, Section 301- Eligibility – “Any member in good standing in her respective Auxiliary shall be eligible for election as District, Department , or National Delegate. Delegates and Alternates elected to District, Department or National Conventions shall be recognized only for Auxiliaries who have conformed to the National Bylaws.” An Auxiliary CANNOT establish a rule that a member must have attended a specific number of meetings or any other restriction. REMINDER - Delegate Fees must be paid before or at Department Convention. To find out what you need to send to the Department Treasurer for you Delegate fees, you take your membership as of June 30, 2009 divide it by 30, that will give you your number of Delegates and then times in by $4.00 and that will give you what you owe. This MUST be paid whether or not you are attending the Convention.
 
5. The 2010 National Convention will be held in Indianapolis, Indiana, August 21-26, 2010. Advanced registration is $15.00 and must be sent to the Ladies Auxiliary VFW, National Headquarters, 406 West 34th St., 10th Floor, Kansas City, MO 64111. Any member may register, but if she does not attend the packet of material will be mailed after the Convention. Or you may register online at www.ladiesauxvfw.org .

6. Ladies we only need 42 memberships (as of April 14, 2010) in order for use to be 100%. Please get out there and find those member, it would be such a wonderful honor for our Department. But just remember according to Section 105- we must have and Investigation- The Auxiliary President shall appoint a committee of three (3) members who shall make a careful investigation of the facts set forth in the application and shall see proof of honorable service of the eligible veteran unless he/she is a member of the VFW Post to which the applicant is applying for membership.

This is my last General Orders and I would just like to Thank All of My Sisters for giving me the Honor of Serving you as your Department President for 2009-2010.

Department of Wyoming Ladies Auxiliary to the

 THESE GENERAL ORDERS ARE TO BE READ AT THE FIRST MEETING FOLLOWING RECEIPT BEFORE BEING FILED FOR REFERENCE


1. Mid-Winter Conference: Thank you to the Post and Ladies Auxiliary 2673 in Cody for the outstanding job they did in hosting the Mid-Winter Conference. Everyone did an excellent job of promoting our Programs.

2. National Mid-Winter Conference: This event is taking place on March 18-21 Las Vegas, NV. I will be receiving the membership medallion and the “Night on the Town” thanks to all of you for getting our membership to 90% by December 31, 2009.

3. Spring District Meetings: Listed below are the dates for the Spring District Meetings. District Presidents please put out a letter to all Auxiliaries in your District with a time and place for your meetings. These meetings are very important. There will be election of officers, so please support your District for they cannot function without you. Delegates and Alternates attending District meeting shall be elected in accordance with Article III Sec. 303 of the National Bylaws.

4. Website: Ladies if you are looking for Year End Report Forms, they are out on the Web site. Program Chairman, if you have not gotten your report forms to Karlene yet, please do so as soon as possible so that they can be added to the web site. Please keep checking the web site as it has new information all the time. Great job John – Karlene – Becky.

5. National Presidents Visit: Just a quick reminder that our National President Jan Tittle will be here to visit with us March 28, 29, 2010. She will be arriving in Cody, Sunday, March 28th. There is a block of rooms at the Holiday Inn in Cody under the Ladies Auxiliary to the VFW- National Presidents visit. Enclosed in this mailing will be a registration form with all the details. Hope to see you ladies in Cody.

6. The year is half over and we still have lots of work ahead of us. I just want to thank you for a GREAT job you have done and continue to do for our Veterans and the Active Duty Military and their families.

TheseGeneral Orders are to be read at the fist meeting following receipt before beingfiled for reference

 

1.         Ladieswe still have an Auxiliary and a District that is not bonded. If you do nothave your bond back from National please check with Department and we will seeabout getting this corrected. If not bonded,   you will be in violation of Sec 810 of theNational Bylaws. The Presidents are responsible for seeing that the AuxiliaryTreasurer is bonded with an indemnity company authorized by the NationalHeadquarters as surety in a sum at least the amount of funds and/or anticipatedfunds. The bond will be held by the President.

 

2.         Wehave had a question arise about Motions that are made at meetings, ie if the nameof the individual making a motion needs to be in the Minutes.  In accordance the Booklet of Instructions,  (yellow pages ofthe book), page 9, under Secretary Minutes (4p) it states The minutes of each meeting willthus contain a record of all business transacted; all main motions, whethercarried or lost; all other motions that were carried, by whom motions were madeand seconded.
They cannot make a motion thatgoes against the rules in the book.  Remember the Secretary’s minutes arenot public records and no one should be reading them that is not a member ofthat Auxiliary or someone sent by the National President or the DepartmentPresident to inspect that Auxiliary.

 

3.         Voiceof Democratic and Patriot Pen Essays should have been turned in for JudgingNovember 1, 2009. Your reports should be turned into Arlene Birkle as soon aspossible.

 

4.         Membershipis one of our top priorities and according to Sec. 810A, The AuxiliaryPresident shall appoint a committee of no less than five (5) members, includingthe Treasurer, to contact all members during the year for payment of dues. 

 

5.         Mid-WinterConvention will be held in Cody, January 8-10th,2010. You will finda registration form attached to this mailing as well as information on hotels.

 

6.         Pleaseremember to send in your $2.00 per member for Cancer Aid & Research to ourDepartment Treasurer.  These donationsmay be taken from the Relief Fund.

These General Orders are to be read at the First meeting following receipt before  being filed for reference.

 

1.         Here is a list of your Department of Wyoming Line Officers for 2009-2010.

3.         In accordance with Bylaw Sec 504, our School of Instructions will be held during our Fall Districts Meetings, which are as follows:

5.         District Presidents are reminded that Annual Inspections are important and must be conducted.  The Inspecting Official should sign the Secretary's and Treasurers books only if they are kept according to procedures outlined in the Booklet of Instructions. Every question should be answered on the inspection forms.  The Inspection forms should be filled out in triplicate with the signatures of the Inspecting Officer and Auxiliary President on each copy.  Here is a list of District Presidents that will be doing the Inspections. (Reminder President's you CAN NOT inspect your own Auxiliary).

6.         My Theme for this year is"Equality For All Veterans" and my Special Project is "Wreaths Across America."

 

7.         I would like to say "Thank You" to Sandy Slaymaker and all of my Auxiliary Sisters who took over when I was unable to attend the National Convention in Phoenix.My husband, Joe, was in the hospital in Casper from August 6th to August 14th. He had an Abdominal Aortic Aneurysm Repair, he spent five days in ICU, but he is finally doing better.  I cherish each of you, you are very special.
